Background
Randy is a Florida native, born in Milton, Florida. He received a Bachelor of Science in Business Administration from Nova Southeastern University in Fort Lauderdale, Florida in 1990 and graduated from the University of Miami with a Juris Doctorate degree, cum laude, in May 1993, serving on The University of Miami Law Review, Honor Society of the Bar and Gavel, and Moot Court Board. Randy graduated in the top 7% of his class and was awarded the Order of the Coif, a prestigious award for outstanding achievement in law school.

Randy is a frequent lecturer on topics related to estate planning and elder law on the local, state, and national level. He has been married to Laura for over 20 years, has a twenty-three-year-old daughter, Brooke, a twenty-one-year-old daughter, Cassidy, and a seventeen-year-old son, Bradley. In his spare time, he enjoys spending time with his family.
Randy is a compassionate advocate and advisor whose practice is devoted to elder law and estate planning matters. He represents individuals and their families in connection with the creation of wills, trusts, and powers of attorney, Medicaid and Veteran’s benefit planning for long-term care services at home or in an assisted living or nursing home facility, special needs trusts for individuals with disabilities, estate tax/wealth transfer planning for individuals with taxable estates, as well as working with families to assist with probate or trust administration services. As the past President of the Academy of Florida Elder Law Attorneys and Co-Chair of the Florida Joint Public Policy Task Force for the Elderly and Disabled, Randy works to protect the rights of the state’s most vulnerable citizens.
Randy is one of only nine attorneys in the State of Florida who has earned the dual designation of Florida Bar Board Certification as an expert in Elder Law as well as in Wills, Trusts, and Estates. He is a co-author for the Lexis-Nexis book titled “Planning for the Elderly in Florida,” has been recognized by his peers as a “Florida Super Lawyer” for the last 11 consecutive years (2010-2021) in the area of Elder Law, and was named to Florida Trend magazine’s “Florida’s Legal Elite” for estate planning ten years running (2011-2021). He has also received the designation of Advanced Wealth-Strategist Planner by the Esperti Peterson Institute for Global Wealth Strategies Planning and Certified Legacy Advisor by the SunBridge Advisor Network. Randy is a Fellow of the Legacy Builder Institute, a national not-for-profit organization dedicated to educating families and communities how and why to preserve their heritage and perpetuate their legacy.
Prior to starting his law firm and then becoming a founding partner of The Law Offices of Hoyt & Bryan in 1999, Randy served on active duty in the United States Navy’s Judge Advocate General’s Corps and worked at a small boutique firm in Winter Park, Florida. Randy continues to serve in the Reserve Component of the Navy JAG Corps, currently serving in the rank of Captain. In May 2008, Randy was recalled to active duty in support of the Global War on Terror for forward deployment to Iraq. Randy served as the Officer-in-Charge of the Detainee Legal Operations Center at Forward Operating Base Camp Buca, Iraq, which held more than 18,000 enemy combatants removed from the battlefield. He supervised a joint office of more than 50 personnel from the Navy, Air Force, Army and Marine Corps.
An active volunteer, Randy served on the Board of Directors for the Central and North Florida Chapter of the Alzheimer’s Association for 15 years, serving as the Chairman of the Board of Directors for 3 years. He is very active with the Elder Law Section of the Florida Bar, serving on the Executive Committee for a number of years and currently serving as its Substantive Committee Chair. Randy has also served on the Board of Directors for the Academy of Florida Elder Law Attorneys for the past 10 years, serving as its President from 2008-2009. Randy also served on the Board of Directors for the Senior Resource Alliance since 2014 and in leadership roles with his son’s Cub Scout Pack from 2010-2015, serving as its Cubmaster, Den Leader, and as Treasurer.
